Yup, the skirt is short. However, if you look at designs for people like Kairi and Namine, their skirts are about as short as that, but you don't see up their skirts, since the programmers programmed their skirts to stay still.
Doesn't really matter, at least things aren't flapping about! lol
Seems okay...That's usually how people are drawn for fashion design sketches: The legs are long, and the torso is usually a little longer than that, but she's not as bad as Dona from FFX. I think she's pretty well covered.

There was a pic on deviantArt that I quite liked as a potential KH2 design for Tifa, especially how it mutated her FF7 design into a more sensible and realistic costume: Dark Rose - Grief
It's a skirt, Nomura himself has said so. She did come close to wearing trousers instead, but they decided against it eventually.
Would the trousers be leather pants or denim jeans? I'd think she would look great in a pair of denim blue jeans.
For some strange reason I think she's hotter in AV/KH2.
