Okay, I guess I'm going to allow third cities, only under certain conditions.
• If both cities are on Eyesoneros, your next city must be on Effos.
• If both cities are on Effos, your next city must be on Eyesoneros.
• If you have cities on both continent, or you have one city, you can place your next city anywhere.

Bunstantinople may remain in a period of non-growth. We are a peaceful people, militarily strong but with no desire to continue further beyond our borders. City #2 near my city, the same coast: Daniel Towns (It's a City, but is known as Daniel Towns as it is made up of many smaller towns that outgrew themselves).
City #3 across the pond, far East coast on the exact same level as the Loony Bin: BoB's Nottaire.

EDIT: If possible, have Daniel Towns be where The Loony Bin is right now, and have it own it's territory. Have The Loony Bin become a much smaller region, perhaps just the tiny little bit on the West Coast, maybe that peninsula which Daniel Towns cuts off from the rest of the inland. I like to think of myself as a benevolent ruler. While Auschwitz was clearly guilty of many war-crimes, it deserved liberating, and now with aid from Bunasa, will hopefully prosper as a nice fledgling city.
Diez is the newest of my settlements and hopefully will be a nice town to provide the perfect contrast to the hustle and bustle of the sky pirate city. And I feel that Diez and Emerald City could work wonderfully together. As a sleepy town, Diez would work well with preserving the verdant green fields that dot the landscape of the left island. And with a name like Emerald, it's ideal!
I'd love to form a treaty.

Can you name the strait that connects Phiji to the mainland the 'Phijian Channel' and can I get a small area of water a little ways to the west of Phiji called the 'Philmuda Triangle'.
Also, for my 3rd city on a separate continent can I get it placed right where the shiny river meets the ocean. Call it 'Phillinois'.
The area above Canterlot and to the East should be called the Asparagus Ocean.
What would be the Narrow Sea is now called the Skinny Sea.
The one near Shiopia should be Ice Cream
The area next to Deep V will be Deep V Gulf.

btw, I have now claimed a third city named "The Flying Mullet" on Mullet River.
I will also grant everybody a free town! So find a place in any of your regions for a town and give it a name.

My new town will be on the northeastern edge of my first territories, and shall be called Cloudsdale. My first two countries have now formed a union and become a single nation called Equestria, although the towns retain their identities.

See that red dot in Eryut's territory? That town shall be known as 'Chocobo Stables', located in a relatively deserty part of Eyesoneros. It will be a desert oasis for those travelling through this hot and inhospitable region! Also, every world map needs a chocobo stable. It's tradition!

The leaders of the anti-government group called Citizens for Freedom (CFF) have demanded the immediate resignation of the leadership of Bunstantinople and the immediate abdication of the royal family from the ancestral throne of Bunstantinople. They have threatened immediate succession of Bunnopolis and the surrounding townships, all of which they have claimed to have control over, if their demands are not met. The representatives of Bunstantinople and the royal family have made no comment at this time.

Equestria hereby mixes the peace treaty into a stew and feeds it to a kangaroo, and then launches a simultaneous and full naval assault on the three sea-bound cities of Wee Cities (Rantos, Pantos, and the Horn), crushing them with the superior might of the Royal Guard. Meanwhile, a small contingent of forces is sent down the lazy river, landing on the Southwest bank where the wee river and lazy river meet. The forces will silently take over Pontown during the night.
All captured soldiers are sent down the river in a locked box full of bad breath.
