i'm thinking when you first enter the marshes, but most people can't get it because they're usually too low of a level for beta to not kill them. it's either that or right after you get the buggy.
I'm pretty sure you can get Mantra Magic from the Custom Sweepers between Kalm and the Chocobo Ranch.
