a squall is a sharp increase in wind created by storms. Clouds are... clouds. Conscripted by oblivion is a reference to oblivion, being nothing. Nothing= nobodies. Tempest= storm, and target laid bare... I think it relates to the dragon attack which is FREAKING UNBLOCKABLE.
