"inhabited" cities? What cities aren't inhabited then. Maidan Sari (sp?) is mostly uninhabited lately. Perhaps the answer lies there.
I thought through all of the cities I could think of that are uninhabited and I couldn't come up with anything that fits the riddle. I don't know that Madain would be considered uninhabited.
