I can't really decide. :P Probably a tie among V, VIII, and IX. V because it didn't leave Japan until it was kind of dated and ended up going up against the 3D Final Fantasies. VIII and IX because they were for PS1 and they weren't FF VII.
V = very underrated
I think XII is very underrated, too. People don't like it because it's not X, kind of the way people don't like VIII or IX because they're not VII.
It's especially fun the second time through, when you're used to all of the changes.
Anyone who voted for Seven and Eight needs a smack. Yes, Eight gets a lot of flack, but it also gets a loooot of love. At least no one voted for Four or Six... Yet.
My answer is Nine, which is one of the better titles in the whole franchise and needs some more lovin'. Although, I can already see Twelve getting a lot of flack for all the wrong reasons, and I can tell that's going to only get worse as the years go by. Not one of the best Final Fantasy games, but certain a great, well made, and unique RPG. I'd say Twelve would be my second choice.
FFIX receives so much love it's not even funny. The game's popularity is on the same level of FFIV(and maybe FFVI).
The most underrated is FFXI. Some people don't even consider it a main FF title, just because it's an MMORPG.
IX gets a lot of love in Final Fantasy fandom circles, but outside of that, it's pretty disliked.
I'm going for XII, only because II, V, VIII, and IX are actually well loved in fandom circles. XII on the other hand seems to be outright hated by the fanbase itself, and generally for some rather lame reasons (no random encounters, no love story, Vaan's fugly six pack :rolleyes2). Eventually its die hard fanbase will form and it will be well represented and then we'll all go back to bashing XI for being an MMO.
