Is this a complete design change or were the dwarves always meant to be black people? The character sprite seems to hint at a job class identical or similar to Cid's — so, if I had to guess, I would say that she is a less physically powerful Cid with a new command to make up for it, like Mix, for example?

That Chinese traditional dress appears to be the attire of a female Monk in the Final Fantasy series, certainly. Lenna wore a similar costume in her Monk job class.
