The favorite 2D games that I still play to this day are Street Fighter Alpha 2, Street Fighter Alpha 3, and Street Fighter III: Third Strike.
What a good list of 2D games. Like everyone else, I don't think I can limit them to just one. Some of my favorites are:

Castlevania: Symphony of the Night

Super Mario Brothers 3
Super Mario World
Both the first game and its sequel were released on Genesis as well as Sega CD, the latter of which hosted superior-quality music and a dash of FMV.

They just have ugly pre-rendered backgrounds that try to look like they're twisting around a staircase or something sometimes.
The Legend of Zelda: A Link to the Past. Nothing else needs to be said.
Fighters: Street Fighter Alpha 2/3, Capcom vs SNK 2, and does Smash Melee count? Its technically 2-D. I also like Final Fight 1 and Sengoku as a beat em up.
Platformers: Klonoa(by far), Mario Bros 3, Mega Man 3, Super Metroid, Metal Slug, Cyber Lip.
RPG/Adventure: Odin Sphere(2-D enough for me imo), Zelda: Minish Cap, Guardian Legend
SHUMP: Guardian Legend, Jet Fighters Raiden China Version, Alpha 2 Squardon: Last Guardian, UN Squardron, R-Type.
It most certainly is not close enough. The graphics are 3D. It's not 2D.
Gameplay supercedes visuals.
Movement and gameplay is comprised of only 2 dimensions. I'd say it's counted as 2D, with a 3D art direction. The only difference is they use polygons instead of sprites.
By the way, the Donkey Kong Country games are 2D. Just because they are pre-rendered 3D sprites, does not make the game 3D. They are still sprites.
