Well, that's always been my biggest criticism/problem with FFIX. You have all of these great characters with full background stories, but none of the stories are ever really resolved. Steiner comes pretty close, I think, to learning that knighthood is more about honor and protection of the weak than blindly following orders. He's able to teach that to Beatrix too.
Would I like to have seen more done with his storyline? Yep. Is he a well written archetype? Also yep.
