Well duh, since he's the main character. Yes, he changes the most. However, my premise is that his attitude for the vast majority of the game is irritating and bitchy. Just because he's developed doesn't mean he's interesting.

At the beginning, when Barret tries to tell him they're working to save the Planet, Cloud goes "whatever." That's not whining, per se, but it's arrogant, stubborn angst - just like Squall. He also lies to himself throughout the game.
