However, what can be done about it? Setting a rule that people can only request a sig once every X days/weeks would be hard to enforce/keep track of, especially because of PM requests. Another alternative could be starting a "blacklist" of people who have abused the service, but I don't think the mods would be too keen on that. Who would decide who goes on the blacklist? What if it's unfair? etc. etc.
I guess the only thing you can do is to keep watch for this sort of thing yourselves, without any official involvement. If you think someone is taking advantage, then simply ignore their requests, and maybe PM other graphics makers about them if they've really annoyed you.
As for the problem of people PMing requests, how about putting a line in your signature saying "Please request all signatures in the signature request thread." unless that messes up the whole aesthetics of your sig :p
