I don't believe that it's racist at all. It's not funny in personal, but the fact that he was on television was the funny part.

I certainly laughed, but only at a few parts.

Nearly all of my family lives in Hong Kong, and whenever they speak English like that, I really want to laugh. Even my friends that live in America that have trouble with English mess up and say the funniest things.

I think it's cute :<. And not racist.

I can't help but laugh when other people laugh anyways.

Yeah it is. This is like when kids that just come from foreign places try to speak english at my school. I laugh cause I remember going through that exact same thing. :p
