(ahem) Anyway, it seems to be a common thing with almost everyone. Sometimes I wish I could control it so when I DON'T WANT TO LISTEN TO SOMEONE YAMMER ON... I can block them out.

I get it occasionally. I've heard of a variety of reasons for it, but my favorite is that the brain is trying to think too fast and some electricity is building up due to that, causing the buzzing.
As long as it's not this bad, I wouldn't worry about it.

Yes, I hear it a lot when it's quiet. Though it usually jumps up or down in intensity or pitch, and slowly fades out.
