What we can probably assume is Rosa and some Baronian guards were somehow able to trace Cecil to Kaipo (maybe it was just chance Rosa was taken in there after contracting desert fever?), and Golbez gained power in Baron without Cecil having met him yet.

Rosa fell off Baron Castle over the mountains into the Kaipo desert after she heard the news. The Baronian Guards followed her (jumping off Baron Castle into the Kaipo desert) and spied on her thinking she'd lead them to Cecil. A traveller found her and brought her to Kaipo and the soldiers followed the two of them there.
