Hmmm, this may be a good guess or a stupid guess, it depends if the first reactor is the highest numbered one in Midgar, if it is it's my guess.

I draw strength from your life, (Power taken from the lifestream)
But this strength is not free, (Shinra use it commercially, also it harms the planet)
You will know me as the last, (If it's the highest numbered sector this makes sense)
But it's the first that you seek. (It's the first goal you have)

Well if one of his answers was right then I was gonna say Ultima Weapon with a full (though abstract) explanation.

the shrouded clones in nibleheim.

They get strength from the jenova cells
but they have to go back to the crater where they are absorbed by jenova
they are numbered
and sephiroth who you are chasing is the first.

Oh I know, I didn't think you'd be that harsh, that's why I didn't give my explanation for it being Ultima Weapon.

If this is indeed the answer, I'd say you drew a close line there - it could easily be construed to mean Yuffie or Cait Sith's initial equipment as well. Fortunately, Buster Sword's description is "initial equiping [sic]", so that works as well.

(The site I checked said that Conformer got a powerup if the enemy was strong, and that Cait Sith's weapon was MP-based. It may well have been wrong. But yeah, I'll cover my ass by saying that Buster Sword is the first weapon in the game. So there. :D )
