I did not like the costume design in Final Fantasy IX. In my opinion, Vivi had the best character design out of the primary cast.

I dig it! I like the feel of their costumes. Especially Eiko's.
Trance Kuja. Hair like feather. Awesome.
Dagger's Outfit looks good as well. Especially after she had cut her hair off. And it's pretty cool that she wears the Final Fantasy White Mage cloak when she escapes from Alexandria castle.
I never really thought about it, but I don't really like the costume designs of anyone but Eiko and Freya, which both have awesome sense of self without being naturally bland. Kinda sad that the NPCs and villains scored the stylish getups -- Lani and the Burmecians' comes to mind on that end. I wouldn't say the costume direction is bad, but the game is so evocative of past FFs that it tends to be more of a throwback than a reinvention (like for Vivi).
IX's costumes were pretty cool. Eiko's was weird though and Quina looked like somebody's grandma in those clothes. I also liked Garnet's white mage outfit and I thought they should've let you wear it as an extra costume if you wanted.
I liked FFIX clothes. They fitted with the setting. You can tell Nomura didn't design them since there aren't tons of impractical belts and zippers.
