You're just wandering an area you shouldn't have even been in (while, if you're in Yuffie's area, it's your own fault for exploring), with no clue what you're doing or why.
And lastly, of course, Yuffie's homeland only has one thief. Corel Prison is chock full of the little SOBs who steal your items and run away as often as they can.
Really, Yuffie's stealing sidequest was one of my favorite in the game, there's no way this is close.
