There are different procedures for quoting in threads and quoting in PMs. For reasons Del Murder (who is a smart, smart guy) already posted, placing the message at the top of the previous PM is obviously the right way to do things.
Anyone who thinks otherwise is going on my list of people never to PM.

Bottom by default.

I've been putting mine on top for years.
When I quote, it's already seated comfortably on the top, so I leave it alone.
But then you have to scroll all the way to the bottom just to get the new info. And again when you are typing your reply. It should all be right there for you.
