I'd think from first impressions that it was talking about the friendly monsters, it's hard to tell which as there is nothing that specifies which one. The decem mille indeed means 10 hundred, and if not ragtime mouse then it has to be a friendly monster but that's the confusing part.

^ You get into a battle with a friendly monster the battle is a fight/war but the friendly monster is not your enemy. You think it will be as it's a battle you're in, and if you didn't have the knowledge about friendly monsters you would of course attack, then the friendly monster would be emptyhanded and leave.

^ now after researching this line a little bit, arsenal means stock or supply the other meanings didn't fit. So this does indeed reference to the friendly monsters. "Be true with your arsenal" would most likely mean, keep up with your stock and supply, or you will not have the items to gain the prize/money you wish to recieve.

the hidden bit is a hint to both where it is (the place) and that the answer is hidden.

Pure Quin has mentioned only 2 parts are backwards and a small part needs to be translated. As we can see, he's mentioned High is correct as he said to think basic about it. So High is the translated word if I'm correct. So ignore translating everything else.
High could mean, of great importance, of higher development/complexity (meaning evolved basically) or genuinely elevated.
the only word I can see backwards in any of those phrases is Tons/Ton everything else would have to be an anagram rather than backwards in itself. Although looking in the french part, Il n'est = Nest? perhaps.

Somehow I feel that the breath to rest is literal. Who died in the game? Even past characters who only existed in memory, or those who were not as important.
I also believe that they may have had some sort of spotlight shining on them, someone who is not necessarily famous to us in the game, but famous to those around them?
My theory revolves around the role of Marcus in I want to be your canary.
After Marcus kills his beloved Cornelia when she tries to protect her father, Marcus realises what he has done and stabs himself (taking his own life), anticipating usually means to do/cause before it's time. His light was Cornelia, and he took her life before it was meant to be gone or the twilight could mean the spotlight on the stage, He took his life to end his role leaving the audience moved by the story. He takes his life as punishment and as hope that he will soon be reunited with her in the heavens. Guilt being the sickness. Void was my brawl most likely means that his brawl meant nothing, as it was for cornelia, but it destroyed her. She was all that was in his life, that "brawl" took it away, leaving him with nothing.
The word brawl also got me, you never see the word Brawl anymore, it was mostly used in the west or in the older days. Which is why I feel that the use of brawl refers to the play due to it's time-set. It was set in medevilish times, which is when brawl would have been more used. Void was my fight would have been just as good in sound wise, but I still feel brawl was put there for a reason.

Lenna, as much as I like your reasoning I'm afraid I have to tell you that you're on the completely wrong track. It's (unfortunately) far less symbolic than that.
You will also have to take into consideration that English is not my native language, so my exact wording is not as related to the answer as it might seem. It's rather the full sentences that are to be analyzed than the words.

I reckon it's Brahne. She dies, before the destruction of Terra (I'll link this riddle to Terra somehow if it's the last thing I do, damnit!). Before she dies, she talks to Garnet and they're all happy, and she had probably hoped that Garnet would forgive her for being a real :skull::skull::skull::skull::skull:. Death would in that case be the sickness.
Her brawl...hmm...she was waging war on everything using summons, then the Invincible came along and completely nullified that, as it set the summon Bahamut against Brahne, blowing up her ships and drenching her.
It sounded good in my head, but the more I wrote, the less convincing it became to me....
but what about finding love?

if that's the case Kain ex, then how does love come into it? A city wouldn't wait for love. The only one you could really match up with that theory is Madain Sari. It used to be the city of summoners, but only Eiko is left. No one else to build it back to normal.

As you can't determine which attack is going to kill the monster etc. So it can't be a monster/inbattle enemy as there is only 1 boss that is weak to water, (if it's fought it has to be a boss as normal enemies aren't "waiting"). It has to be something like rain or water. So what has water.

I feel like Burmecia is the place. Every soldier there is fighting for Burmecia, Sickness could be the Black Mages as they are dangerous and evil. It's raining constantly in Burmecia.
It could be Kal, the soldier injured. He is waiting there as he is unable to move, trying to encourage his wife to go and leave him so she and his unborn children will be safe.
Or the moogle in the Ice cavern iced up by the Black Waltz. He was waiting there to be released, hoping for someone to help him (the love/care) He probably said/did something to annoy the waltz, so maybe that was his brawl? He was a cheeky moogle :p the sickness could metaphorically be the entrapment he's in, trying to break loose.
Kal and Mois are wrong although they are great answers (especially Mois).
Two things: Your definition of a fight is too restricted ;), and the word sickness is not the usual kind of metaphor and can't really be worked out. It's more of use as a piece of puzzle to fit in your guess. :rolleyes2
