I'd guess the materia keeper on Mt Nibel. Howling winds indicates a place exposed to winds- like a mountain peak, which incidentally has caves. There was a Mako reactor nearby, and a natural spring of Mako from the flash back where it later condenses into materia. Plus it absorbed fire damage. And the acrostic spells nibel- a hint at the location?

bingo- tis indeed the zolom. Hence the midgar acronym. I gave the second riddle as a hint. Never played in this thread before so Im sorry if I broke the rules! Still- you're turn now One_Winged_Angel
