This one isn't really fairMostly because this is a technical question and it could apply to any Playstation game. Anyways, PAL is the region used mostly in Europe, because of the different television specifications. However, with a modchip or a similar appropriate conversion device, one can play PAL games on NTSC regions, or other the way around. You also have to have your TV adjusted to account for the difference in energy requirements in comparison from American and European TVs.
In short, it's sold in Europe, but is not restricted. Since this includes different technology as opposed to purely Final Fantasy X. False?

(SPOILER)His Bushido consists of: Dragon Fang, Shooting Star, Tornado, and Banishing Blade. I dunno the effects other than Shooting Star makes the opponent go flying out of the battlefield.

Shooting Star: Damage one enemy, or just knock it off the battlefield (effectively killing it) if you get the button combo. Naturally this doesn't work on many bosses, though it's a godsend against Seymour's Guado Guardians in a No Sphere Grid game :p
Banishing Blade: Damage one enemy, also causes Full Break if you get the button combo. Provided the enemy isn't 100% immune, it will always work.
Tornado: Damage all enemies, with a flashier, more powerful attack (the eponymous Tornado catches fire after Auron tosses his flask of sake at it) if you get the button combo
(SPOILER)Dragon Fang Button Combination: Down, Left, Up, Right, L1, R1, Circle, X. If unsuccessful, does damage to all opponents. If successful, does damage and Delay effect to all opponents; if they are immune, it does extra damage.
Shooting Star Button Combination: Triangle, Circle, Square, Circle, Left, Right, X. If unsuccessful, does damage to one opponent. If successful, does damage and Ejects the target from the battlefield; if they are immune, it does extra damage.
Banishing Blade Button Combination: Up, L1, Down, R1, Right, Left, Triangle. If unsuccessful, does damage to one opponent. If successful, does damage and Full Break to one opponent; if they are immune, it does extra damage.
