I can't think of a time that I've done this intentionally, however when you sit down on a loo you pretty much do the same thing anyway since it hangs down between your legs (assuming it's not erect and it hangs well). So... yeah. No need to stand up to get a photo angle.

There are actually a couple of reasons this might happen, both of which are somewhat nasty/hot.
