I think there's actually 24 prefects. Two from each house from years 5, 6, and 7.
That would make sense. Although it is never talked about. xD
Unless there are an additional two in year 7 to represent Head Boy and Head Girl? Though I feel that would be appointed to one of the current Year 7 Prefects.
Like Shauna says though, it's never mentioned. Smurfing JK Rowling and her lack of detail.
Of all the things she's not giving more details about!
But regardless, having three prefects in the one room is dumb.

Huh, the HP Wiki says that's true. I don't remember that being mentioned ever, though (especially since they make a pretty big deal in the 5th book about him never being a prefect).
