monsters are not usually considered npc's
I'd say perhaps Garland is both. Beatrix is too... kinda.
They are, but you interact with them outside battle.
The NPC thing threw me off as well, but I would probably classify Ragtime Mouse as one in hindsight. He has dialogue! :D
