Is the speaker Rad, and the twins are Alicia and Lavian? I don't think that Rad ever says anything at all.

You are correct, Feion! The speaker is Rad when he hangs out with Alicia and Lavian at Orbonne Monastary.

Technically he has proposition-related dialogue if you send him off in proposition parties, but this is completely optional and even if you do, his remarks are nondescript.
