What're you saying? None of the clones ever did that. "Sephy" or rather as I said "Jenny disguised as Sephy" killed off all the clones to take their spirit energy. If the clones could change form at any time, how come you don't need to battle them in Nibelheim when they're all over the place?
Because Jenny didn't want you to. She kills them off to gather the energy herself once it seems Cloud will make it to Sephiroth. She didn't before because there might be a chance one of them makes it to the crater. She controls those infused with the cells. She controls weather the cells mutate them or not. Thats why they just don't mutate on their own at any time. Only when she feels it's the right time to do it. It's obvious she can control those with her cells because of the things she makes Cloud do.
