You need Mustadio for the many cutsecenes in Goug Machine City that occur during this subquest and there's one right before the new rumors that appear in Goland Coal City, which lead to Beowulf and Reis. So I'll give this one to RedCydranth.

Where is the first place you can see a dragon? Storyline or not.
Random encounters in Zeklaus Desert.
They do appear there, but theres somewhere earlier.
A demo about monsters appears you start up the game and let it run without doing anything. Dragons are featured.
I can't say you are wrong.... So I'll give it to you. My answer was Mandalia Plains, if you level up there long enough, even in 1st chapter, you'll see dragons there.
