Question: What are four different ways to get dragons to join your party?
1. Use the Mediator skill 'Invite'. (Monster talk is necessary too if you are a class other than Mediator)
2. Lower a Dragon's hp to critical with the Mediator support skill 'Train' equipped. (I'm pretty sure a physical attack is needed, or even a physical counter attack)
3. Use Reis' Dragoner skill 'Dragon Tame'.
4. (It might be a bit of a stretch, but...) When you complete the Colliery Underground missions, the Holy Dragon will join the party.
I think it may also be that a Green Dragon joins the party as a guest, but I can't remember which mission...:rolleyes2

The reed whistle is significant in a scene between Delita and Ramza during a flashback, it shows something they did when they were young that Balbanes taught them to do. Later on, Ramza teaches Ovelia how to do it during the brief time when he was protecting her.
