Is it the enemy in the train cemetery that you can steal Striking Staff from?
They cast sleep and silence, laser eye too if memory serves.
I can't remember the name of the them but they have a chariot.. and are undead.

You steal the Striking Staff from it with the new Steal materia. It casts sleep and silence,and he is only in the Train graveyard which you can't go back to after you leave.
