A man is at home minding his own business when he sees a thief running towards him. He looks to his friends, but to no avail, because the thief is already on his way there to steal again. When all is said and done, the man calls for help, but when the officials arrive the thief incurs no penalty. What happened here?

I'll say the "thief" is actually a dog or some other animal. And since animals cannot be charged for human crimes, including theft, the dog would not incur any charges.
