Southwest immediately makes me think of the Underwater Research Facility. "Subtle as a Sledgehammer" could refer to Ultima Weapon's difficulty. I don't have a clue what the "not a surgical tool" refers to exactly, but if you steal from Ultima you can get Three Stars (triple bypass) which I think gave the 3-1 ability. .
