I don't like the idea of "owing" anyone rep. While BoB is overly anal about it, I do agree that rep should only be given voluntarily, not mandated by some game. If someone makes a good pun or guess that someone (anyone, not just the person who posted the reference) thinks worthy of rep, then fine.
It's not Polo either. I might have to offer a second clue if no one gets it in a couple more guesses.
