She became a SeeD when she was 15, became an instructor at 17, so I'll guess she bacame a student at 10.
Well, she was there before Squall was, and Squall got there at age 10 (or was he 8?), and Quistis is one year older than Squall. I say Ansem got it right...now to wait for confirmation.
In case he's wrong, though, I guess 8.
