They got Americans and Canadians to do the acting, but Sunrise Bandai was responsible for most all of the rest. And Pink Haired, And Blue Haired, and Red Eyed. Though speaking of pale skin, have you ever taken a look at really old Japanese artwork? Everyone has pale skin, even if all the rest of the colors are spot on. It's an asthetic thing.
For example, Ranma 1/2. Except for the Chinese, everyone is explicitly Japanese. Ranma has Blue eyes, and half the time red hair. Shampoo, chinese, has purple hair and purple eyes.
YUA, the very japanese (and despite appearances male) Aoi has Blue eyes.
Kagome has IIRC green eyes in Inu Yasha.
Sailor Moon has Blonde eyed Blue Eyed Usagi, and her purple haired mom, blue haired Ami, Black with Purple Highlights Rei, etc. etc. All of these characters are supposed to be japanese.
Fruits Basket has the bright orange haired Kyo, purple eyed Yuki, etc.
Ouran High Host Club stars all japanese people. There are four blonde members of the regular cast.
There are a lot of blonde japanese in Anime. It's one of those odd things.

A lot of currently popular anime does portray westerners, yes, but there's a lot more that either stars N/A, or asians. This is counting all of the echelons though, and then there's halfbreed characters like Asuka, who really skew the margin.

Oh, totally. But it's not a new thing. Again, look at ancient japanese art. Everyone was pale, and you'd occasionally get white haired maidens. It was a sign of nobility, IIRC. They basically thought themselves the white race, and the the west came and they had a bit of culture shock to find people more lily white than they were. Of course, with intermingling now, there's a decent chance a lot of them will. Might take another few generations for prevalency, though.
