Tantarian?

Par. 1 - Well, it's a book. You don't expect to fight a book. You'll only battle Tantarian once.

Par. 2 - If the "Family reunion" is the ATE of the Nero brothers meeting up (which seems likely), then you can fight Tantarian shortly after, I think. Actually, you can fight him earlier (on disc 2) but I'm taking a chance. Everyone may not know, and all that.

Par. 3 - "Dry fly Annie", eh? Well, I'm guessing this is some sort of code to find the name of the answer. I looked around a little but I couldn't think of any excuses for my guess for this line, except that Ann (as in Tantari-Ann) could be a shorter name for Annie. I know, it's a long shot. :)
The last line could simply be a filler, but in this case it could refer to the Tantarian's way of speaking ("I've been found!", "See ya!").

Nope it's not Hilda and not tantarian either.

Rantzien's reasoning is very good, too bad it's not right.

Sailor Erin?

Par. 1 - She may not look like a hardcore card player, but she enters the Treno Card Tournament as the Champion (although Cid is probably the one doing the playing). You will also only meet her once in the tournament.

Par. 2 - Pretty much the same reasoning as my last guess. The tournament takes place in Treno, shortly after the visit in Alexandria where you'll see the ATE "Long time no see!" (where the Nero brothers meet up).

Par. 3 - "dry" would refer to the fact that she is a sailor, but not in water, "fly" is obvious. "Annie"? I haven't a clue. :)

No, it's not Sailor Erin, I'll give a hint after two more guesses...

Can't think of any other guesses right now, I'll be back if I think one up.

no, if there were more guesses there would be hints but it's going rather slow...

It's not queen stella (think that's her name...)

Hint: don't focus too much on the last line, it's not a complete add-on but the other lines describe the answer better...

Could it maybe be one of the Fairy monsters you meet that you have to give items to? since you only see them once, its not part of the main storyline and their always happy to see you?
