when ruled by other force - When the player watches a cutscene ("ruled by other force"), you can't open the menu.

your mind may expand too - The menu can be used for raising stats ("power", "mind"), and optimizing your characters overall.
and although you might not know
I know you better than you do - I bet you don't remember all of your characters' stats, abilities, statuses, equipment and whatnot. The menu does. :)
