Maybe Yuffie if 'fly' is a metaphor?

Probably Yuffie. She can be found in the forest near Junon, but you don't encounter her very often so if you don't fight around that area for a while she won't appear. However, she doesn't fly...That only leaves me with a blank mind.

I was just thinking that fly would be referring to her ninjaness and general personality

Nope... but you use it to get to the Northern Continent... which is where it is... think in the forest after bone village
