you get tifa's level 4 limit from playing the piano. you can also look in her underwear drawer during the flashback. xD

I think its Heidegger 'cause he says about those enviroment thingies or something when they fire the sister ray, and I'm pretty sure one of them says he's in charge of peace preservation, although a more suited title would be peace decimation.
