In Japan weapons are banned and generally people tend to follow the rules. That reaction wasn't at all surprising, I don't believe even the police officers carry weapons.

I would like to note though that Japanese prisons are some of the worst around, and when they do subdue you you are probably not going to come out looking too great, if, indeed, you come out at all.

Man... I can understand them being surprised and scared, but isn't that what the police are there for? Honestly, I hope they get in some trouble over it. I'm not saying fire them--everyone screws up--but there should be reprecussions.
Well, if you're not trained to face an armed person on the expectation that nobody will have a weapon that you need to subdue, do you honestly think they should be expected to be able to confront it when the situation presents itself?

A friend of mine used to spend his summer in Japan while his father was stationed there, and he told me that a kid in middle school had been being bullied by another kid, and he decided to fight back and ended up breaking the other kid's arm or something. To answer your question, I see your point, but they should at least try something besides running away. Running behind cover would be an excellant idea, but they should still hold thier ground. If the attacker comes to shoot them at point-blank range, they can attempt to subdue him in hand-to-hand combat. (Wrestle the gun away and work from there.)
