Why are things funny? Most of the time, I laugh at things because they're bad things happening to other people. But those two are different. Why are those funny? Why did I laugh at those? What do you think triggers funniness?

laughter is the basis of your personality as such it is different for every person.

The second one is definitely laughing at the stupidity of others because it implies someone, somewhere needed the sign or thought it was a good idea.
The sign declares something which you'd think would be obvious and so putting up a sign about it would be redundant (although it most likely signals that the road isn't sloped or even sloped downwards, so that it's especially much water on this road during rain).
The polar bear just looks a bit silly because it is not in its ordinary angle.
I usually laugh at stupidity. I am pretty much immune to normal humor unless its really funny.
Polar Bears getting hurt is hilarous, cause Polar Bears are evil!
I didn't find those signs particularly funny. AIDS, however, is funny.

I might as well explain it. It's ZUN's (the creator of Touhou games) homage to Dio Brando from Jojo's Bizarre Adventure. Sakuya Izayoi (the maid in the screenshot) has the ability to throw knives and manipulate time. In the Touhou fighting game 'Immaterial and Missing Power', one of her special attacks is called 'Sakuya's World', a reference to Dio Brando's 'ZA WARUDO' ('The World').Quote:

I usually find bad things happening to others funny, which is a bit out of order:p check my profile picture. Also stupidity like those signs makes me laugh.
So what your saying is, its not actually that funny. :P
Simple hilarity comes from something a little bit scary - things where they wouldn't normally be, doing what they wouldn't normally do, for example. Finding things funny and fear are actually very close emotions, especially when you're very young. That's why if you're playing with a baby and it's all giggly and then suddenly it starts to cry, you've probably just taken the funny game too far and moved out of the zone where it feels comfortable and safe.
I can't explain more sophisticated types of humour.
