Forest owls are by far the most worthless comparatively speaking.
Hell, they don't even have any real fighters before Seed gets there.
Avalanche aren't really full of big fighters either, outside of Barret.
The Returners, however, were put together for the soul purpose of fighting, so of the three they are likely the strongest.
This is, of course, ignoring the Playable characters from each group.
Forest Owls - plenty of spirit, but plenty of ineptitude too.
The Returners - a reasonable effort, I suppose. Well organised, well intentioned, fairly well manned.
AVALANCHE - small, but fairly effective. Some extremely dedicated members. They made a real impact, for better or worse.
The Forrest Owls are so hilariously inept that it's hard not to vote for them.

AVALANCHE were bad ass, i loved there dodgy morality and ragamuffin selection of members.
The Returners are fun but i don't really feel like a part of there group, i find my motivation for playing is more "ohhh i want to find Celes" or
The Forest Owls are cute; Rinoa has her own princess room on base!

As for a resistance I think that the Returners win on the sole fact that they stuck by what they felt was wrong, meaning they didn't really add to the already growing problems of the world. They were able to remain, for the most part, under the eagles eye and also able to have people in various places be apart of their fight without being noticed.
Where as AVALANCHE had no problem adding to the growing problems of the world because it was essentially for the greater good. Bombing reactors, taking down plates, things that would essentially change others lives for the worse where as they (AVALANCHE) may see it as a necessary step to make further progress.

Oh and as for the resistance. Like out of the cast of FFVI, everyone but strago, relm, shadow (and the stupid side charas) pledge their help and what not to the returners, thus keeping the returners alive until the end of the game. If you look at the actual characters AVALANCHE had, yeah they did die, but with the returners Banon was really the only named character that was in the returners. Once you get to the point in the game where they all pledge their help, they can be considered the returners as well.
AVALANCHE from Before Crisis destroys them all. They were basically another Shinra, in size and power.
...What? It wasn't specified what AVALANCHE we should use.
Second place goes to the Returners.

Since the poll came up I voted for Wild Rose, although that was only their password, they were only known as "the rebels"
Forest Owls really only existed for that train part of the game
Avalanche only existed until you left Midgar....
You were part of the Returners for the entire game, except right at first when she was controlled by the empire. After that point, you were part of the Returners... Locke and Edgar were both high inside the Returners... Terra just was undecided at that point. But literally you ARE the Returners.

The Forest Owls are my favorite...they're just so darn cute! Though I think AVALANCHE was the most effective in all of the games I've played :p
Wild Rose was the only one of those groups that actually accomplished what it set out to do without complications from the enemy-within-the-enemy.
I'm going for the Rebels/Wild Rose from FFII if only cause they are the most consistent group in their respected games. As stated before, AVALANCHE falls apart after Midgard (technically, they're not a rebel group anyway), the Forest Owls basically break up after Sorceress Edea makes her appearance, To me, the Returners fall apart after the Empire surrenders though most would say they disband once the world is decimated by Kefka.
The Rebels in contrast stay as a major focus for most of the game and many of their characters play key roles throughout the game. The group is important to the story so much that I feel they are the best. The accomplish their goals and much more.
Like 'The Crystal', i'm voting for the cool AVERLANCE, the one's who were actuall effectivly organised.

The returners were actually. No, I don't consider the members of the returners in your party to be returners for most of the game. What did they actually do? I can't believe they're beating AVALANCHE x) Although AVALANCE did do about as much harm as good, they were a lot cooler and more interesting than the returners.
for the record i voted for wild rose because they didn't kill any innocents and they were much more involved with the plot and hilda is excellent.
In Avalanche, They have Cloud/Tifa/Barret. So you can't say it's inneffective. Hey, They were about to overthrow the President of Shinra but Rufus arrived and took his place instead.
So much for vengeance of their fallen comrades...
As for the forest owls, they didn't even have the right President.
Rinoa is the only effective member in the group (besides the SeeDs)
Rinoa: "Oh yeah, find a way to get rid of the Galbadian Soldiers, I'll just go to sleep"
And then the entire Forest Owls resistance suddenly becomes innaffective without Rinoa.
Yeah, the Forest Owls gets the amateur vote.
And, Avalanche is the really the bravest bunch.
What did the Returner's do in the game (non-playable characters, I mean)? How did they bring down the Empire?
AVALANCHE actually did do something. Whether it was justifiable is in the eye of the beholder, but they actually resisted Shinra.

I voted for Wild Rose and this is roughly my reasoning as well. While the other groups were basic plot devices to give a realistic way for your party to form a reasonable resistance in short time to the antagonist and then forgotten, Wild Rose stays a part of the game and continues to work with the party throughout the game.
I vote for AVALANCHE!!!!
Reasons behind my decision are as follows:

As for Wild Rose, I didn't pay a lot of information to FF2 so I've never heard of them xD
I didn't initially consider the Wild Roses but having given them some support and considering their role in the game, I think they were the most effective. While the others were definite influences upon the game and the plot, they were mostly short term. The Forest Owls were laughable so I discounted them from the start and AVALANCHE had some success in irritating ShinRa and blowing up reactors, but little long-term progress. Even then, the retaliation by the Shinra just hurt the people even more.
The Returners didn't really bring down the Empire, though they did negotiate with them as far as withdrawing from occupied territories and by occupying Vector itself after the Esper attacks so I was going to say them initially.
A'yo, After playing FF2, I easily give that to Wild Rose. They're the only group I know in the FF Series that actually made it to the end without screwing up bigtime son. Wild Rose got my vote. And I wonder why you guys didn't include any FFX groups. Even though they got pwned, I suppose they deserved to be up their as well...:rolleyes2
Avalanche got pretty much wiped out with only three members that survived.
Ahhh, The Forest Owls were to comical and they didn't make it. =/
SeeD was all over the place.
The Retuners lost their Banon (i think) and pretty much got wiped out. =(

My vote goes to SeeD though, even though they ain't up there. They should be.
Wild Rose had a real kick-ass theme, the Returners theme to a lesser extent. But the Returners had Edgar, the most awesome king in any work of fiction/nonfiction ever.

SeeD was not a rebel faction. A rebellion is hidden amongst the commonality. SeeD are a legitimate army funded by the Sorceress Defiance program (or whatever it was called). Thus it does not meet the criteria necessary to count it among the rebel movements.
Forest Owls were weak for a reason: they didn't like violence. They felt SeeD and the soldiers of Galbadia were unnecessary.
I haven't played enough of VI to know who the Returners are but from I've heard, they're okay. I know the Wild Rose, they're okay too.
I would vote AVALANCHE if it made any sense to me to vote (Wedge was the only member who could be considered weak in terms of power). This is supposed to be a debate, yet there's no topic to debate. There was no question posed. People are just jumping to random conclusions.
I'll start us up.
Most people assumed the thread was asking who was stronger and have answered thus. Some assumed it was about their methods and carry-through and... answered thus.
We'll assume those questions remain. However, here's a new one:
Which rebel faction had a name that best fit it's purpose? Did it define to the rumormill what their motives were? Did it help them to keep their movement a secret? Did it apply itself to spreading fear or discord among the authority or evil against which the group was fighting?
If by "return", they mean returning to using machines and not MagiTech or magic, then Returners answers your question.
