Anything by Morning Musume, especially THE MANPOWER!!!, Jyosei Kashimashi Monogatari, and Koi no Dance Site (SEXYBEAMMM!!!!)
And even though no one will believe me, I think Rick Astley - Never Gonna Give You Up is one of the most upbeat songs ever.
The Nature Anthem by Grandaddy is all I can think of at the moment.

But I am a sick bastard.
Whatever song that they use on The Simpsons (it's an original) during the land of chocolate scene where Homer is eating all the chocolate always gives me a smile. They use it in other scenes too.
