FF3 Salonia, Huge city with forests inside its walls..
FF7 Midgar, You need to take a train to go through the different sectors..
FF8 Esthar, Probably the largest (you get lost easily)..
FF9 Lindblum, Looks super huge in the FMVs.
FF10 Zanarkand, Looks super huge in the FMVs.
FF12 Archades (the new one), Looks super huge in the FMVs.
I'd say Midgar just cause you travel more in it. Its got its sectors and its kind of two cities on top/bottom of each other.
Esthar is it's own continent, isn't it? It's freakin huge.
Midgar theoretically is massive and multi-leveled, but you don't actually see much of it. But for the amount of space you actually wander around in, I think Esthar is the biggest, though I may not be remembering it entirely accurately.

I don't know. I think that Zanarkand, before it was destroyed, was probably the biggest.
Would Terra from FFIX count? That place seemed pretty damn big during the FMV's.

I think it's Midgar - it might seem quite small on the world map, but it is a gigantic place. Esthar on the other hand is pretty big on the world map, but I don't think it's actually as big as Midgar. I think Zanarkand is even bigger than Esthar, but I decided that Midgar was bigger than Zanarkand. Not sure, though.
Hard choice, it depends what scale you look at really if you just go by where we get to walk around with characters or all the many different buildings and places we see during FMVs. Overall I think Esthar wins it though.

That's my guesstimate. Esthar, when looking at it, had a lot of tubes and so forth but everything seemed very spread out, similar to Auckland in New Zealand which is, I think, larger geographically than London despite London having about ten times the population. Midgar, however, has slums, upper and lower cities, etc. etc. which seemed to me to be massive. So yarrr. Zanarkand might have managed to have a higher population than Midgar before it was destroyed, but it's hard to say. It still came across as less densely populated than Midgar, although like Esthar it seemed to be bigger in geographical size (although not even close to as large as Esthar itself, which is insanely spread out).
Does Esthar count as a city though? It is, after all, a country and basically a continent as well. But I'd say it's definitely the largest.

Esthar always seemed the biggest to me.
I think it's Midgar but Esthar is just as likely.
Lindblum is comparable to Midgar.

Are we counting Dream Zanarkand and the ruins of Zanarkand together? They are two different places that coexist temporally, even though the game does a bad job of clarifying that.
