Based on those sores on his face, I'm gonna guess that "bath salts" is a hip new street term for meth.
No, it's exactly what it implies. Bath salts that you snort I believe.

I've been hearing about those "bath salts" recently. They're getting pretty popular, but with the kind of people for whom bathing generally isn't a priority. Kind of like when people discovered the recreational uses for CD cleaners that contained BZP.
His grandma probably got the bath salts for him in the vain hope that he'd finally take a bath. Poor old lady had no idea she was dealing. :(
