Nope, Grandma Potpourri is also in Lindblum but she sits outside the weapon shop selling pots. Her dialogue goes:

Grandma Potpourri: I don't make much selling pots, but I enjoy it. How about you? Are you enjoying what you're doing?

Grandma Potpourri: That's what I thought.

Beatrix. She, along with many NPC's, gets a chance to shine and undergoes a pretty decent character development arc.

Plus, she's like Leo with boobs, awesomely powerful and all.

Doesn't Beatrix have her own theme song technically? Rose of May?

What exactly IS Blank? I don't think it's ever explained but it looks like he's some kind of patchwork doll somehow brought to life.

Man, FF9 is so racially diverse nobody even bothers to explain themselves. Sure wish the real world could be that way.

I was trying not to include Beatrix because you get to play as her for a while, but if we're counting her, then she definitely wins.

I quite liked Cid, who obviously couldn't keep his trousers on (or stop himself trying to get his trousers down), Fratley, and Bobby Corwen, who is heartmeltingly sweet. I rather liked a lot of the Black Mages in Black Mage village too on that note.

Ok, so if Beatrix counts, then definitely she is my number one.
Other than that, I also enjoyed Fratley, Mikoto and the Black mages who raise Bobby Corwen.
I liked Tantalus in general, especially Baku and I love the cutscene entitled "Do as I say, not as I do". Isn't that the one where he sneezes a lot? An then I also liked Cid as a frog (not as an oglop) and Hilda.
