Tonks is the only option because the only female of the order who are not teachers are Alice Longbottom, Emmeline Vance, Fluer, Hermy, Lily Potter, tonks, Marlen Mckinnon, and mrs weasely. You said no to mrs weasley. Fleur and Hermy are students. Lily, Alice, Marlene and Emmeline are dead. So that leaves tonks. Unless you mean Ms Figg, who is a squib and not a witch. Or if your'e adding someone to the Order whom isn't part of it.
