The dancing cactuar is almost perfectly evolved to be a sexy stripper.

When you think about it, though, very few summons are conventionally sexy. There's Shiva and Siren (and Ultima) on the female side and... Nothing on the male side, unless you're really into muscle.
The only correct answer, in this thread, for sexiest summon, is Doomtrain. Duh.
But seriously, though, if you want to actually talk about sexy summons... It is definitely a discussion on its own.
Doom train is like the only thing that doesn't come off as creepy, honestly. I mean, half the summons are horses of some kind :p

Fran and Balthier are in appropriately sexy.
Kuja. There's something about his elegance and theatrical manner of speech that makes him almost alluring in a way.
I always thought FFX Rikku was mad cute but she's like 15 and I'm not anymore. Lulu still is gorgeous, though.
Reno and Rude are pretty sexy together. Sort of smug, semi-professionals? Hot.
FFVII Cloud. I like him as a smug, slightly-goofy trout-talker.
Lightning had potential but she was too shabbily written.

The Japanese do this kind of thing (the sexualisation of young women) quite a lot, and not just in video games, unfortunately.
Japanese men seem to feel quite intimidated by confident women. They tend to prefer them to be girlish, which they find less threatening.
It's one of the aspects of Japanese culture which I've found quite disturbing whilst I've been here.
