I was all set to say Snow, then I saw III was up there. Refia is the best Monk and by extension Black Belt. Also, I always made Lenna my monk in V. It's the hair.
I would say the Tatics monks, but I picked Sabin. The duplex on the train puts him over the top
I voted Sabin, but I actually really liked Vaan as a monk in IZJS.
