Off the top of my head I have to say Carver and Bloody Mary from Telltale's Walking Dead and Wolf Among Us respectively. Both excels in making you hate the character so much you're just counting down the hours to their eventual demise.
I'm having trouble thinking of anyone who falls on the worst side, so I'll give a blanket answer of forgettable.
As simple as the game was Galleon was one of the best sympathetic villains in the genre, from Lunar
Least enjoyed villains are any ambiguous super evil entity of plot convenience. Sometimes they work but rarely and it's usually super lazy writing. Unless you're truly going for ancient cthulu monster. Which they rarely are
Did I ever tell you the definition of insanity?
Best villain Dagoth Ur

"Ah, yes. My original form has
a special place in my heart."
"...what heart? I don't
recall you having one."
ExDeath might be the best villain.

I also will give a shout out to Yuriev, FOXHOUND, and Weigraf. There are probably a dozen more villains I'm forgetting.
Ugh I know I'm going to forget some great ones but okay, let's try:
Favourites:
Albedo (Xenosaga), most Xenogears villains, Orgulla (Xenosaga II, although they should/could have done much more with her), Margulis (Xenosaga), Pellegri (Xenosaga)
The White Witch (Ni No Kuni)
Barbarossa (Suikoden), Luca (Suikoden II) L-I mean, the Masked Bishop (Suikoden III)
Sherman (Fairy Fencer F), Marianna (Fairy fencer F)
Arietta (Tales of the Abyss)
Rondo (Eternal Sonata)
Least Favourite villains (not necessarily bad, just not for me):
Seymour (FFX), Xord (Xenoblade)
Emperor Griffon (Dark Cloud 2)
Delita (FFT),
The Skull Kid & Majora's Mask (LoZ: MM)
Sarine (Lord of Magna)
REVOLVER OCELOT!
How can I forget the late great Revolver Ocelot?
"Six bullets. More than enough to kill anything that moves."
See? He gets it.
And who is that?
The Black Samurai from SMT IV. She kind of smurfs with everyone in amusing and disturbing ways.
I dont think Sydney from Vagrant Story was the actual villain, WK! Awesome character though!
Agreed on Ocelot and Liquid!
He was a primary antagonist, though, so I think that kinda counts.
It wouldn't be right if Bowser & Ganon didn't get mentions in this thread for best.
Actually, I thought about that, but my immeasurable love for Bowser is not enough for me to consider him a good villain. I actually think he's the best in games where he's NOT the villain, and Bowser's Inside Story is one of my favorite games of all time, and he's the protagonist there!
Oh, I just remembered another one! Gotta love Junko Enoshima :p

Dmitri Yuriev from Xenosaga is fantastic for several reasons, I love his motivation for his actions.
Worst? Whatever the villain of Paladins quest was called was pretty trout for having no presence, no cool story, or anything.
As far as worst villains go...
Attachment 65781 Also Yu Yevon who did some evil trout but was largely impersonal seeing how he's a magic tick by the time you meet him.

One of the best DQ games but this guy isn't the reason why. Hell most of the villains in DQV are forgettable.

But no one on this list irritates and fills me with hate like this bad self-inserted fan-fic nonsense. Smurf Genesis.
Oh my God, yes. Barthandelus was just sad.
I had to do some thinking for this one. Here are some good villains that occurred to me, in no particular order.
Kreia
http://vignette2.wikia.nocookie.net/...45&format=webphttp://vignette4.wikia.nocookie.net/...16&format=webp
One of the villains of KOTOR II. A former Jedi who was betrayed and so became a Sith Lord, and then was betrayed again and so decided to wage war on the Force itself. For most of the game she acts as your ally, and manipulates you into killing her main rival, the sinister Darth Nihilus. A highly ambiguous character who I felt sorry to have to kill.
GLADOS
http://i1.theportalwiki.net/img/thum...-GLaDOS_P2.png
She's good in Portal and Portal 2, but the part of 2 where she's stuck in a potato are just priceless. She also turns out to have an intriguing and somewhat tragic backstory, which explains - to a degree - how she turned out so psychotic.
Natla

The main villain of Tomb Raider Anniversary and Tomb Raider Underworld. Her marvelous abilities of manipulation are what makes this character stand out for me. In both games, she has other main characters dancing to her tune. Even when she's trapped in an enormous glass jar for the majority of Underworld, she's the one who's pulling everyone's strings.
Caius Ballad

I know anything to do with the XIII is anathema around here, but hear me out. Caius is another master manipulator who ultimately tricks one of the protagonists into killing him, thereby unwittingly fulfilling Caius's plans. He also interests me because his plight - doomed to watch the young woman he loves die over and over again, whilst he lives on - renders him very sympathetic. Plus, he actually succeeds in bringing about the end of the world, which is more than you can say for most villains.
Andre
http://raymanpc.com/wiki/script-en/i...0px-Andre2.jpg
The main villain of Rayman 3. He's violent, rude, obnoxious and spends most of the game trapped in the stomach of your sidekick, periodically forcing him to drink the plum juice to which he is allergic. A maniacal, malignant and completely over-the-top flying ball of black fluff.
Glados was a real good villain indeed.
Nominating Lance Vance from Vice City, at the time I didn't really see that coming. Been a while since I played though.
White Witch from Ni No Kuni turned out to be a real good one in the end, but I do think the game has a lot of pacing issues and I wouldn't have minded getting to that good stuff 10 hours earlier.
Master Rahool from Destiny
I haven't played that many games with villains, really. I mostly played fighting/FPS/RTS games growing up
Best:
Ultimecia

Sephiroth

I can't think of anything. I'm bad at this.

Barthandelus was like the best thing about FFXIII's villain team.
If we need bad FFXIII villains, Jihl is right there. She's honestly one of the worst characters in FF history.
Jihl at least disappears quick, before we get any delusions that she's supposed to have any relevance.
Barthandelus is just terrible.
Gotta add this guy now.
Gabriel Kaburaya from Rose Guns Days. What an incredible son of a bitch. I don't think I've ever hated a fictional character this much, much less that quickly (love him as a character though).
He has the classiest theme, too.
I'd argue Jihl was just disappointing because she gets knocked off unceremoniously after the game spent the previous chapters building her up. Barty is just kind of annoying and his goals and methods are plothole inducing. He's also kind of just the bad guy because the game says he is as opposed to actually really doing anything to the party directly.
Toad from Super Mario Bros.
WHICH CASTLE YOU LITTLE PRICK?!!!
Junko Enoshima, Darth Traya, Jon Irenicus, Sephiroth, and Albedo are awesome.
All of FFXIII's "villains" are a smurfing joke.
