Isn't there an woman called Jemnezmy that casts Fascination? She is ice-based so it could be her. Or even the woman on the Great Glacier that doesn't like it when you touch the hot springs.
Sticking with FFVII there are also those Icicles that you need to fight in Gaea's Cliffs. They are blue in colour.
Maybe it's Valigarmanda/Tritoch from FFVI? The Esper found in blue crystal in the snow.
Actually, Valigarmanda does make sense!

Rare blue also caught my attention. What makes a blue rare? What about a rare blue materia? Added Cut is found in the great glacier, is blue and pretty rare.
Well, it does take 200,000 AP to master, so that's divisible by 20
